Banks pitch for broker role with North Sea oil explorer Cairn Energy

Goldman Sachs and JP Morgan are among the big names pitching for a key advisory role with Cairn Energy, the Edinburgh-based group that explores for oil from the North Sea to Kathmandu.

Bank of America Merrill Lynch's role as one of Cairn's two brokers, which act as intermediaries between companies and shareholders, is under threat.

Although Merrill is re-pitching, the possibility that the bank could be removed is the latest fallout from losing its leading oil & gas broker, Andrew Osborne, last year.

Mr Osborne was accused of market abuse by the Financial Services Authority and left Merrill. He has since accepted a ?350,000 fine but has retained his banking licence.

Soon after his departure Merrill lost FTSE 100 client Tullow Oil. The bank has suffered other high-profile departures, such as former co-head of broking Mark Astaire, who joined Barclays Capital.

An industry source said that leading banks view Cairn, which made a $4.6bn (?2.9bn) post-tax profit in 2011, as "a good opportunity in the broking space". Cairn hit the headlines last year when it sold a large chunk of its Indian operations to Vedanta Resources for $8.7bn.

Cairn has since dropped out of the FTSE 100, though shareholders had been rewarded with a $4.5bn cash hand-out after the Indian sale. The group's other broker, Morgan Stanley, is thought to be secure in its role, while insiders said Merrill still had a strong enough oil & gas team to have a chance of holding on to its brokerage.

Mr Osborne has since joined the?private equity-backed North Sea?oil company Chrysaor as its finance director.

Meili releases education and early childhood development policies

Calling education ?the smartest investment Saskatchewan can make today,? Saskatchewan NDP leadership candidate Ryan Meili released two policy statements on education this morning, the first focusing on?K-12 and postsecondary education, and the second?on?early childhood education and childcare.
?Education has a significant impact on the health of a society,? said Meili. ?Every child in Saskatchewan, regardless of their circumstances, should have the opportunity to achieve their potential. Underfunding education ? especially for students at high-risk of failing in school ? is a false economy.?
Meili?s education policy statement calls for several policy goals designed to promote quality education, including:
  • returning the ability of local communities to set their own mill rates in order to meet locally identified needs, while ensuring that communities with less access to property tax revenue have additional support to offer quality education;
  • partnering with the federal government to address chronic underfunding of Aboriginal education;
  • establishing a legacy fund to invest windfall resource revenues to support post-secondary accessibility;
  • reinstating the tuition freeze at Saskatchewan universities, making lower tuition fees a priority as finances allow; and
  • making the student loan system simpler and more accessible, including greater flexibility to support part-time students.
By releasing an ?Early Childhood Education and Childcare? statement alongside a policy statement focused on K-12 and postsecondary education, Meili said he?s seeking to bring a more holistic approach to the subject.
?There really isn't a more upstream approach we can take to the challenges we face that a proactive focus on early childhood development,? Meili said. ?Accessible and high quality childcare and early childhood education are the best head start to building a healthy society.?
Meili?s statement calls for an integrated approach to child care and education that no longer places child care, early childhood education, pre-K and kindergarten in silos, but sees them working together for the best outcomes for children.
Meili?s approach calls for:
  • developing a $7/day made-in-Saskatchewan child care plan informed by both the successes and the shortcomings of Quebec's model;
  • establishing optional full-day and half-day pre-K programs for four year olds;
  • ensuring appropriate financial and program supports are available to families who choose to have a parent stay at home.
?Saskatchewan is a wealthy province, yet we provide less in the way of services for our young families than other jurisdictions, less in the way of support for mothers who put their careers on hold to bear and raise children, and less in the way of incentives for fathers to participate actively in family life. We can do better.?
?Establishing an accessible and high-quality early childhood education and child care system is the best head start to building a healthy society.?

Is Your Relationship on Life Support?If your relationship is on life support, it?s time for serious remediation. You can?t just hide your relationship problems under the rug, because they will only fester and worsen over time.

For a relationship to work, you need to address your relationship problems ? just as you would work on a problem at school or at work.

So if you?re ready to get down to work, here are two ?must-do? assignments for you.

1. Stop the zero-sum game. Start a team effort.

A zero-sum game is one where there?s a winner and a loser. It?s a great model for competitive sports but a miserable model for personal relationships.

If you?ve been playing a zero-sum game ? or a game of tug-of-war ? with your spouse, quit. Right now. Quit. Simply drop the rope.

Yeah, right. Like it?s that easy. Almost as easy as quitting that cigarette habit you still have. Wait! Maybe you have quit that habit. At least you probably know somebody who has. So it?s possible. No, it?s not easy. But it becomes easier when you?re dying for a smoke (pun intended) but have something else to do to help you curb your urge.

When you?re absolutely certain that you have a monopoly on the truth and that your partner doesn?t know what he or she is talking about, here?s what you can do to avoid slipping into a zero-sum game: Believe that something, even if it?s a small thing, about what your partner believes is valid. The simple phrase ?you?ve got a point? will help you accomplish this.

Saying ?you?ve got a point? does not mean you?re caving in or giving up. It?s simply creating a climate for respectful communication, despite your differences. It will help you end the polarizing tug-of-war game. And it will help you start a team effort to deal with whatever issues you are facing.

2. Curb your impatience.

Remember when your kid?s antics used to seem cute but now they?re downright exasperating? Remember when your spouse?s innocence used to seem appealing but now it?s just annoying?When others rub you the wrong way, you may get impatient and want to scream,

  • ?Why can?t you program the DVR??
  • ?Why can?t you cook a decent meal without messing something up??
  • ?Why can?t you keep track of your things so you can find your stuff without a crisis??
  • ?Why can?t you figure out how to balance a checkbook? It?s not brain surgery.?

Yes, it?s easy to get impatient with others for their failures. But know that what seems easy to you is actually a practiced skill, a strength, maybe even a talent. If that weren?t true, you?d be more empathetic with your criticism, responding with something such as:

  • ?Yup, it?s so hard to keep up with the new technology.?
  • ?I?ve got my own kitchen disaster tales I can share with you.?
  • ?We?ve all got so much stuff; it?s tough to keep track of it all.?
  • ?Balancing a checkbook is easier online once you get the hang of it.?

Next time you find yourself losing your patience with your loved one, instead of laying on the criticism, compliment yourself on what you do well. And know that not everyone can do what you do or know what you know, even when it seems oh-so-simple.

Strong earthquake hits off NE Japan

TOKYO (Reuters) - A strong quake centered off northeastern Japan shook buildings as far away as Tokyo on Friday and triggered a one-meter tsunami in an area devastated by last year's Fukushima disaster, but there were no immediate reports of deaths or serious damage.

The quake had a preliminary magnitude of 7.3, the U.S. Geological Survey said, adding that there was no risk of a widespread tsunami.

The March 2011 earthquake and following tsunami killed nearly 20,000 people and triggered the world's worst nuclear crisis in 25 years when the Fukushima-Daiichi nuclear plant was destroyed, leaking radiation into the sea and air.

Workers at the plant were ordered to move to higher ground after Friday's quake. Tokyo Electric Power Co, the operator of the Fukushima nuclear plant, reported no irregularities at its nuclear plants.

All but two of Japan's 50 nuclear reactors have been idled since the Fukushima disaster as the government reviews safety.

The quake measured a "lower 5" in Miyagi prefecture on Japan's scale of one to seven, meaning there might be some damage to roads and houses that are less quake resistant.

The scale measures the amount of shaking and in that sense gives a better idea of possible damage than the magnitude. The quake registered a 4 in Tokyo.

The one-meter tsunami hit at Ishinomaki, in Miyagi, at the centre of the devastation from the March 2011 disaster. All Miyagi trains halted operations and Sendai airport, which was flooded by the tsunami last year, closed its runway.

Five people in the prefecture were slightly injured.

"I was in the centre of the city the very moment the earthquake struck. I immediately jumped into the car and started running away towards the mountains. I'm still hiding inside the car," said Ishinomaki resident Chikako Iwai.

"...I have the radio on and they say the cars are still stuck in the traffic. I'm planning to stay here for the next couple of hours."

Narita airport outside Tokyo was back in action after a brief closure for safety checks. There were small tsunamis, measuring in the centimeters, elsewhere near the epicenter.

Last year's quake, which measured 9.0, triggered fuel-rod meltdowns at Fukushima, causing radiation leakage, contamination of food and water and mass evacuations. Much of the area is still deserted.

The government declared in December that the disaster was under control.

"Citizens are now escaping to designated evacuation centers and moving to places on higher ground," office worker Naoki Ara said in Soma, 30 km (18 miles) from the Fukushima-Daiichi plant.

Prime Minister Yoshihiko Noda cancelled campaigning in Tokyo ahead of a December 16 election and was on his way back to his office, but there was no immediate plan to hold a special cabinet meeting.

Public spending on quake-proofing buildings is a big election issue.

Japanese were posting photos of their TV screens with tsunami warnings on Facebook, asking each other whether they're safe, confirming their whereabouts.

"It shook for a long time here in Tokyo, are you guys all right?" posted Eriko Hamada, enquiring about the safety of her friends.

Phone lines were overloaded and it was difficult to contact residents of Miyagi.

"Owing to the recent earthquake, phone lines are very busy, please try again later," the phone operator said.

The yen rose against the dollar and the euro on the news, triggering some safe-haven inflows into the Japanese currency.

National disagreement over NASA's goals and objectives detrimental to agency planning

ScienceDaily (Dec. 5, 2012) ? Without a national consensus on strategic goals and objectives for NASA, the agency cannot be expected to establish or work toward achieving long-term priorities, says a new report from the National Research Council.In addition, there is a mismatch between the portfolio of programs and activities assigned to the agency and the budget allocated by Congress, and legislative restrictions inhibit NASA from more efficiently managing its personnel and infrastructure.The White House should take the lead in forging a new consensus on NASA's future in order to more closely align the agency's budget and objectives and remove restrictions impeding NASA's efficient operations.

"A current stated interim goal of NASA's human spaceflight program is to visit an asteroid by 2025," said Albert Carnesale, chancellor emeritus and professor at the University of California, Los Angeles, who chaired the committee that wrote the report."However, we've seen limited evidence that this has been widely accepted as a compelling destination by NASA's own work force, by the nation as a whole, or by the international community.The lack of national consensus on NASA's most publicly visible human spaceflight goal along with budget uncertainty has undermined the agency's ability to guide program planning and allocate funding."

The committee that authored the report was not asked to offer views on what NASA's goals, objectives, and strategy should be; rather it was tasked with recommending how these goals, objectives, and strategies might best be established and communicated.

The report recommends establishing a national consensus on NASA's future with the executive branch taking the lead after technical consultations with potential international partners. The strategic goals and objectives chosen should be ambitious yet technically rational and should focus on the long term, the report says.

To reduce the discrepancy between the overall size of NASA's budget and its current portfolio of missions, facilities, and personnel, the report says, the White House, Congress, and NASA, as appropriate, could pursue any or all of the following four options:

  • Institute an aggressive restructuring program to reduce infrastructure and personnel costs and improve efficiency;
  • Engage in and commit for the long term to more cost-sharing partnerships with other U.S. government agencies, private sector industries, and international partners;
  • Increase the size of the NASA budget;
  • Reduce considerably the size and scope of elements of NASA's current program portfolio to better fit the current and anticipated budget profile.

Regardless of the approach or approaches selected, the report recognizes that eliminating the mismatch will be difficult.

Because future human spaceflight or large-scale Earth and space science projects will likely involve multiple nations, the U.S. should explore international approaches to such projects, the report says.To do so, the U.S. must have a program that other countries want to participate in and must be willing to give substantial responsibility to its partners.The U.S. must also demonstrate its reliability and attractiveness as an international partner.

It can be hard for small businesses to understand why marketing is so expensive, or why marketers continue to try to sell integrated marketing packages instead of just one type of channel such as Facebook. In this blog article I?ll explain why marketing agencies charge for what they charge so that you?re better prepared to negotiate and understand your next marketing contract.

Here?s Why Marketing Costs So Much

1) Great Marketing Requires Metrics for Success.

A seasoned marketer, whether creative or digital knows that we have to measure the success of campaigns. Most business owners may look at the wrong metrics to measure the success of their own marketing campaign.

For example, using ?Likes? as a success metric instead of looking at people that were engaged with the actual content to gage purchase intent.

Likes and followers are easy to get. The truth is if you want you can buy followers. And yes I`ve seen ?reputable? agencies buy likes and followers and then show them off to the client. Makes me angry. Likes and followers aren?t solid metrics.

2) Great Marketing Requires Creativity

This is actually the tough part. All marketing requires a sense of creativity, whether it?s creating a great radio ad that will grab someone?s attention for 30 seconds, or finding ways to build links with others in regards to search engine optimization.

For a few marketers, creative solutions and slogans come 15 minutes before a meeting. For most of us we have to sit down and brainstorm out an idea. We?ll usually go through at least a dozen ideas before we run into one that?s good and it can take days. A great idea can launch a brand and define it. Think about the ?Just Do It? slogan from Nike. Where was Nike before this? Nobody knew what they stood for before that.

3) Great Marketing Requires Research

This is a situation that happens to us a lot. Clients have a general idea of what their target market is, but the truth is most of them come to us rather blindly without a clear goal of what they want to achieve, and haven?t done detailed research into their industry.

Research in my opinion is the most time intensive phase and costly. This is because not only are we researching about your industry, the history of the company, and the brand category that your business exists within, but we?re looking at your competitors as well to make sure we do make your brand distinct. This is why marketing agencies often go through audits, because without properly understand where your business is now, we won?t be able to provide proper solutions for the future.

Could you imagine pharmacy companies putting out drugs without proper audit,research, and validity. That thought chills me to the bone.

If the marketers that you?re working with aren?t helping you stand out from all the noise and the crowd, then you have what I refer to as ?generic brand marketing.? Generic brand marketing is cheap and seems good because it?s all very conventional. Unique brand marketing costs money.

4) Great Marketing Requires Planning

Marketing requires a lot of planning in order for proper execution. A good web designer will sit down and do layouts of how the website is going to look and think about how the placement of objects will affect the user experience and purchase intent of online goods and services.

When small businesses come prepared for the type of websites that they want, it gives marketing agencies a good starting point and allows you negotiating power when the project starts.

When I?m working with my clients on a visual branding idea, I sketch out the designs, and run them by my designers to get their thoughts, we sit and brainstorm about how that design reflects the brand. We go back and forth. We don?t start designing on Adobe right away until we have something solid.

Most people can build a house. Give them a bunch of wood, cement, nails and watch them build one. But nobody in their right mind would build a house without a proper architect designing the house. Or the final result will look like a Frankenstein of a house. Proper planning ensure higher levels of success.

Scientists develop indium-free organic light-emitting diodes

Scientists at the U.S. Department of Energy's (DOE) Ames Laboratory have discovered new ways of using a well-known polymer in organic light emitting diodes (OLEDs), which could eliminate the need for an increasingly problematic and breakable metal-oxide used in screen displays in computers, televisions, and cell phones.

The metal-oxide, indium tin oxide (ITO), is a transparent conductor used as the anode for flat screen displays, and has been the standard for decades. Due to indium's limited supply, increasing cost and the increasing demand for its use in screen and lighting technologies, the U.S. Department of Energy has designated indium as "near-critical" in its assessment of materials vital to clean energy technology. Scientists have been working to find an energy efficient, cost effective substitute.

"There are not many materials that are both transparent and electrically conductive," said Joseph Shinar, an Ames Laboratory Senior Scientist. "One hundred percent of commercial display devices in the world use ITO as the transparent conducting electrode. There's been a big push for many years to find alternatives."

"Everybody is trying to find a replacement for ITO, many working with zinc oxide, another metal oxide. But here we are working towards something different, developing ways to use a conducting polymer," said Min Cai, a post-doctoral research scientist in the Ames Laboratory and the Dept. of Physics and Astronomy at Iowa State University.

The polymer's name is a mouthful of a word: poly (3,4-ethylene dioxythiophene):poly(styrene sulfonate), known as PEDOT:PSS for short, and has been around for about 15 years. Until recently, the material wasn't sufficiently conductive or transparent enough to be a viable ITO substitute, Shinar said. But by using a multi-layering technique and special treatments, Cai and his fellow scientists were able to fabricate PEDOT:PSS OLEDs with vastly improved properties.

"Compared to an ITO anode device, the PEDOT:PSS device is at least 44 percent more efficient," said Cai. According to Joe Shinar, that gain in efficiency over ITO-based technology is the highest yet recorded.

The researchers used computer simulations to show that the enhanced performance is largely an effect of the difference in the optical properties between the polymer- and ITO-based devices.

Another key property of PEDOT:PSS is flexibility; using ITO in OLEDs defeats one of OLED's big pluses compared to conventional LED technology.

"OLEDs can be made on a flexible substrate, which is one of their principal advantages over LEDs. But ITO is ceramic in nature; it is brittle rather than flexible," said Ruth Shinar, a Senior Scientist at Iowa State University's Microelectronics Research Center.

The findings, co-authored by Joseph Shinar and Ruth Shinar along with Min Cai, Zhuo Ye, Teng Xiao, Rui Liu, Ying Chen, Robert W. Mayer, Rana Biswas, and Kai-Ming Ho, were recently published in Advanced Materials, one of the most prominent journals in materials science and engineering.

The research builds on continuing work to find more affordable and efficient manufacturing materials and processes for OLED manufacturing. An earlier paper published in Advanced Materials by Joseph Shinar and Ruth Shinar along with Min Cai, Teng Xiao, Emily Hellerich, and Ying Chen demonstrated the use of solution processing for small molecule-based OLEDs, which are typically constructed using a more expensive thermal evaporation deposition process.

The scientists' ongoing investigations into better materials and processes pave the way to more cost-efficient manufacturing and making OLED technology more widely available to consumers.

Joseph Shinar said that OLED televisions were already available to a limited high-end consumer, and that prices would come down as major manufacturers perfected their production processes. Both Samsung and LG exhibited a 55-inch OLED TV as a highlight feature of the 2012 Consumer Electronics Show in Las Vegas in January.

"We are already getting there with OLED televisions. Consumers will see them getting more affordable and more widely available in the very near future," said Joseph Shinar.

Shinar said the technology was also beginning to be used in lighting, in applications where diffuse light is preferred instead of point source lighting, and in architectural and art design.

Iran claims capture of another U.S. drone

TEHRAN, Iran (AP) ? Iran's state TV says the country's Revolutionary Guard has captured a U.S. drone after it entered the Iranian airspace over the Persian Gulf.

The report Tuesday quotes the Guard's navy chief, Gen. Ali Fadavi, as saying that the "intruding" drone was captured, but gave no further details on the location or when the incident occurred.

Iran claimed in 2011 it brought down a CIA spy drone after it entered Iranian airspace from its eastern borders with Afghanistan and Pakistan.

Tehran later said it recovered data from the RQ-170 Sentinel, a top-secret drone equipped with stealth technology.

LANDOVER, Md. (AP) ? Robert Griffin III's fumble was grabbed on the fly by receiver Joshua Morgan, who took the ball 13 yards for a touchdown that gave the Washington Redskins a 7-3 lead over the NFC East rival New York Giants after the first quarter Monday night.

Trailing 3-0 after Lawrence Tynes' 39-yard field goal on reigning Super Bowl champion New York's opening possession, the Redskins went ahead by going 80 yards on only four plays ? including a wacky one for the score.

On second-and-2 from New York's 28, Heisman Trophy winner Griffin ran to his left and was being tackled by safety Stevie Brown after what would have been a 12-yard gain.

But as the dynamic rookie quarterback fell with his back to the ground, the football popped out, and went right to Morgan 3 yards farther upfield.

Morgan broke through two would-be tacklers at the goal line for the TD with a little under 4? minutes left in the first quarter. After being reviewed, the original call of a score stood.

It's the second time this season a fumble by the man known as RG3 was picked up and taken into the end zone by a Redskins receiver. Pierre Garcon did it in a victory over Tampa Bay on Sept. 30.

Monday's first quarter also included a 19-yard gain by Redskins running back Alfred Morris, making him only the second Washington rookie to top 1,000 yards rushing. Reggie Brooks did it 1993.

New York had gone ahead with an 11-play, 69-yard possession that lasted 6? minutes. Eli Manning went 4 for 5 for 54 yards, his only incompletion coming on third down to stall the drive, leading to Tynes' kick. Four players each collected one catch.

The Giants entered the game in first place in the division with a 7-4 record and coming off a turnaround 38-10 victory over the Green Bay Packers.

The Redskins came in 5-6, but with a two-game winning streak that made them believe their once-disastrous season could eventually result in a playoff berth.

The first meeting between the Redskins and Giants, at the Meadowlands in Week 7 in October, ended with a 27-23 victory for New York, thanks to Manning's 77-yard touchdown pass to Victor Cruz with 73 seconds left.

Redskins linebacker London Fletcher and left tackle Trent Williams, who were limited in practice by injuries Friday and Saturday, both started Monday night. The 37-year-old Fletcher extended his consecutive games streak to 236 ? every game in his 15-year NFL career.

Why companies aren?t hiring more workers

The job market has slowly been improving, but anyone who has looked for a job lately knows that it's still far from?easy to land a position.?

Economists say there's a good reason for that: Employers just aren't that eager to hire.

?Nobody is enthusiastic about hiring,? said Ken Mayland, an economist with ClearView Economics who often speaks with chief financial officers at large U.S. corporations and also works with small businesses. ?Everybody is just sitting on their hands.?

The lack of enthusiasm about hiring is surprising in some ways. Businesses have built up hoards of cash in the last five years and have largely been running their businesses with minimal staffs who are being asked to work harder.?Worker productivity grew at a 1.9 percent annual rate from July to September, which some experts say is a sign that employers are reaching the limits of how much they can squeeze out of their existing workers.

Still, experts say they aren't hearing much talk about hiring. There were 3.6 million job openings on the last business day in September, according to the Bureau of Labor Statistics, not much changed from August.

?These companies are sitting on big stockpiles so they have the wherewithal to hire, but to a company I?m not (hearing anyone) saying, ?Oh yeah ? we?re looking to gear up,?? Mayland said.

The unemployment rate stood at 7.9 percent in October, as companies added 171,000 jobs. ?That's certainly?an improvement over a few years ago, but it's?not enough to quickly get the more than 12 million U.S. jobseekers back to work. The?November jobs report?will be released on Friday.

There?have recently been signs that some of the most troubled pockets of the economy, such as the housing industry, are starting to see improvements. To some, that should be the sign that it?s time to expand your business and hire more people.

?You would think that businesses would be salivating,? said Joel Naroff, economist with Naroff Economic Advisors. ?What more messages could you get that this economy is turning (and) that you should start doing things? And instead, they?re running around like Chicken Little.?

Here are a few reasons why.

They are uncertain

Uncertainty has been a big theme these last five years. Business leaders have at various times said they were uncertain about the recession, the fiscal stimulus programs, the recovery, the elections, the debt ceiling, the health care overhaul and the fiscal crisis in Europe.

These days, they?re mainly feeling uncertain about the so-called ?fiscal cliff,? a series of tax hikes and government?spending reductions?to the tune of $600 billion?that are set to take effect in 2013 unless Congress and the Obama administration can strike a deal.

That?s got business owners worried they?ll have to pay more taxes and investors fretting about whether capital gains tax increases will mean they take a major financial hit.

Federal Reserve Chairman Ben Bernanke also has warned that without a deal on the fiscal cliff, a term he coined, the economy could slow dramatically. But with a deal, Bernanke has said, the economy could perform well in 2013.

Naroff believes that the fiscal cliff is the biggest reason that companies have been hesitant to hire.

But a massive political squabble over spending and taxes is also a very effective reason for not hiring more workers even as more than 12 million Americans are out of work, he said.

?Business leaders like excuses for doing things that are unpopular. Everybody wants to blame somebody else for doing something that?s unpopular. That?s reality, right?? he said. ?If you can blame the government for why you?re not hiring, you?ll blame the government for why (you?re) not hiring.?

They don?t have to

Economists say many employers aren?t really feeling that much pressure to hire new workers.

After all, many workers who have been able to hold onto their jobs these last few years will tell you that they are working harder than ever, either because business has picked up or because they are also taking on responsibilities for people who have been let go. And yet, not many people have received significant raises in recent years as wages have stagnated.

Because companies can push their employees to be more productive for the same or less pay,?they don?t have a great incentive to hire more workers. Instead, they?re more likely to either push people harder or come up with technological solutions for getting more work done.

?All companies are operating very lean,? Mayland said. ?For many businesses, they?re back up to the 2007 to 2008 levels of business activities, but what we find is they?re doing it with significantly lower levels of employees.?

Their business strategies have fundamentally changed

James Paulsen, chief investment strategist for Wells Capital Management, said that?back in the 1970s the first thing companies did in an improving economy was to boast about how they were hiring more workers and adding more factories.

?Now when a recovery starts the last thing they do is rush out and hire a bunch of people,? he said.

Instead, employers will take their time adding employees, and work to figure out how much they can squeeze out of the workers and technology that they have.

And rather than talking about expanding, he said, they?ll boast about ?how much they?re cut payrolls and how they?re not going to build a thing. They?re going to add more computers.?

Paulsen thinks there?s been a fundamental shift from believing that if you build good products, you could raise prices every year. Now, he notes, industries such as technology are facing consumers who expect prices to come down every year. That means adding to costs won?t necessarily add to profits.

?We turned the CEO?s world on its head,? he said.

They?re risk averse

The recession and recovery also may have made some businesses nervous about taking a gambit on a new product, market or industry. Experts say some worry that if they get optimistic and add staff or move into new lines of work, it will backfire if the economy recedes once again. Then, they?ll face the painful prospect of cutting staff and resources.

??They?re willing to leave some stretch opportunities on the table and, you know, kind of be satisfied with, ?Oh, this what we?ve got,'? said Mayland.

Mayland noted that businesses have gotten very creative in adapting to changing circumstances, technology and economic conditions. But they?ve done that by focusing on making profits for their shareholders, not by trying to do what?s best for job or income growth.

?That?s what business does,? he said. ?Businesses will survive and maybe thrive, but they will do that in a way that?s not necessarily good for the macro economy as you and I measure it.??

(AP) ? Egypt's top court says it has suspended its work indefinitely to protest "psychological pressures."

The Supreme Constitutional Court's announcement Sunday comes hours after it postponed a ruling on the legitimacy of an Islamist-dominated panel that drafted a disputed new constitution for the country.

Several thousand supporters of Islamist President Mohammed Morsi have gathered outside the Nile-side courthouse in Cairo to prevent the judges from entering.

The court said in a statement it cannot work in a "climate filled with hatred" and that its judges could not enter the courthouse Sunday because they feared for their safety.

The judges also were expected to rule to on the legitimacy of another Islamist-dominated upper house of parliament, or the Shura Council.

Analysis: Greek deal puts euro zone in slow recovery room

PARIS, Dec. 2, 2012 (Reuters) ? The euro zone is in the recovery room now the danger of a Greek default has been averted for a couple of years, but it is not yet safe from a Japanese-style "lost decade".

The currency area's escape route hinges more on the pace of expansion in the United States and China, lifting the world economy, than on the policy mix in Europe, which will continue to favour austerity over growth in 2013.

At best, Ireland and Portugal could emerge slimmed down from their bailout programmes and regain capital market access by the end of the year, demonstrating that adherence to a tough fiscal adjustment plan can work.

But question marks hang over both. And Greece, like miracles, will take a little longer. And another debt writedown.

Gloomy forecasts from the OECD and private economists suggest the 17-nation euro currency area may stay in recession all next year, swelling the armies of unemployed and pushing efforts to reduce public deficits and debt mountains off track.

Political risks abound; possible social revolt against austerity policies in Greece, Spain or Portugal; a messy, inconclusive election outcome in Italy; and perhaps labor unrest against more modest structural reforms being mooted in France.

Monday's EU-IMF agreement to keep Greece afloat inside the euro zone, by reducing its debt now and hinting at official debt relief to come later, has removed the biggest risk of a financial shock that could re-ignite market panic and send the euro back into the emergency ward.

Market relief over the Greek deal, coupled with European Central Bank promises to do what it takes to preserve the euro, helped Italy sell its last 10-year bonds of 2012 on Thursday at the lowest yield for nearly two years.

French Finance Minister Pierre Moscovici called it "a turning point for the euro zone because it helps recreate stability and confidence. Greece's fate will no longer be a daily issue".

European Internal Market Commissioner Michel Barnier, using a soccer metaphor, said the peak of the debt crisis was over and "we are now at the start of the second half".

Some analysts are less convinced.

Mujtaba Rahman of Eurasia Group said the Greek fix "keeps the show on the road, but is no game changer".

GERMAN DELAY

The campaign for Germany's general election in September means that bolder steps towards writing off debt or sharing liabilities will have to wait until at least the end of next year. Public opposition to a "transfer union" in the euro zone's biggest economy and main paymaster remains high.

Yet no Eurosceptical party has emerged to capitalize on that mood, and the next Berlin government, whether a "grand coalition" of centre-right and centre-left, which seems the most likely, or another permutation, may be more open to such solutions.

The European Commission set out ambitious proposals for closer economic, fiscal and banking union last week, including a common euro zone fund to reward structural reforms, but most big changes will be on hold until after the German vote.

In the meantime, modest progress is likely on creating a single European banking supervisor, the first step towards a euro zone banking union, but without a joint deposit guarantee to deter capital flight and bank runs.

IMF Managing Director Christine Lagarde says swift implementation of a banking union with powers to supervise all banks in the euro area is now the top priority.

Germany will continue to press for stricter European control over budgets in euro zone states, but that will involve trade-offs with greater mutualisation of risk and treaty changes that might only come after the 2014 European Parliament elections.

Many EU officials and analysts expect that Spain, which has so far avoided a sovereign bailout, will have to request euro zone assistance early in the new year, when it needs to raise at least 230 billion euros ($300 billion) on capital markets.

That would trigger European Central Bank buying of its bonds, which might reassure investors and further reduce borrowing costs for Madrid and Italy initially.

But it would raise hackles in Germany, given the Bundesbank's continued opposition, prompting market speculation about the ECB's will and ability to sustain bond purchases.

Markus Huber, senior trader at ETXCapital, reckons that even though economic reforms and ECB reassurance have cut Italy's borrowing costs, an indecisive outcome of a general election due in April could send yields soaring again.

Rome is also at risk of contagion if Spanish Prime Minister Mariano Rajoy continues to dither and delay a euro zone credit line for Madrid, he said.

FRANCE RISK?

A more remote but much-talked-about risk is the possibility that financial markets could turn against France if President Francois Hollande's labor market and welfare financing reforms disappoint or meet militant street resistance.

France's borrowing costs are hovering close to historic lows despite its loss of the coveted AAA credit rating from Moody's this month after Standard & Poor's downgraded Paris in January.

Fitch Ratings, the only credit watchdog still to have France on AAA, said last week it could lower that grade if the country fails to meets its deficit reduction targets and its economy performs worse than forecast.

Yet many investors believe France, with a deep, liquid debt market, enjoys an implicit German guarantee and so buy French bonds as a proxy for the strong northern euro zone states that have less debt to issue.

French economist Jacques Delpla, co-author of a proposal for a limited issuance of common euro zone bonds, argues that euro states' debt will become more attractive in the next few years as other major economies try to inflate away their problems.

"The whole of the world except Europe is going to inflate away its debt - the United States, Britain, Japan," he told a conference of the European Council on Foreign Relations.

"Only euro zone debt will remain strong blue debt because the great German legacy is that we won't inflate. So part of our debt is going to default, and the rest will become the crown jewels of world debt."

In economic terms, the euro zone's adjustment should advance further next year, with German wages rising above inflation while "internal devaluations" in peripheral euro zone countries make their exports more competitive and narrow current account imbalances.

ECB President Mario Draghi, who expects most of the euro zone to start recovering in the second half of 2013, cautioned on Friday that the crisis was far from over and governments must consolidate their budgets and reduce current account imbalances.

Optimists such as the Lisbon Council, a Brussels-based pro-market think-tank, and Berenberg Bank say the euro zone is turning into a more balanced and potentially more dynamic economy thanks to market pressure and constant demand for structural reforms.

But the longer and deeper the recession in Spain, Italy and Portugal, the greater the risk of them being sucked into a vicious circle of falling revenues outpacing spending cuts which in turn depress demand and output, causing lower revenues.

At the gloomy end of the scale, economists from Citi said last week they expected continued recession in the euro area in 2013 and 2014 and prolonged weakness thereafter ? with ongoing financial strains and, over the next few years, a Greek exit and a series of sovereign debt restructurings.

The euro's survival may no longer be in much doubt after the ECB stepped in and the Germans decided to keep Greece inside the currency area, but the euro zone faces at best a slow grind back up the hill.
